Taiwan says it and China have backed down from wargames

Taiwan called off a Sept. 9 military exercise Tuesday, citing the cancellation of wargames by mainland China.

Beijing had not actually announced any such cancellation, but Taiwan’s defense ministry said China pulled out 3,000 soldiers from wargames on a nearby island.
Wow. How to declare victory, diffuse a situation, and define the actions of your opponents without their assistance. This guy is good.
