Now that is a kid who has careful parents. If you are on a bicycle (or tricycle), NO MATTER WHAT YOU MUST WEAR A HELMUT.
Clothing, however, is optional….

In other words, there’s plenty o nekked girl toddlers. I can see a certain person of my acquaintance dashing about unclothed doing just that (with helmet, in fact). It’s easier to put on your helmet than your ‘roos some times.
